The Office of AFSC/PZABA intends to award a contract in support of AN/USQ-140(V) Multifunctional Information Distribution System (MIDS). This requirement is for Repair Services of the AN/USQ-140(V) MIDS program. This is a notice of intent that WR-ALC is soliciting for Indefinite Delivery requirements type contract utilizing Delivery Orders. The anticipated Period of Performance for this effort is a Basic Contract plus two (2) annual ordering periods. This requirement will be Firm Fixed Price (FFP) and will include Not Separately Priced (NSP) data CLINS. The proposed contract action for this requirement will be sole source to the following Contractor: L3 TECHNOLOGIES, INC CAGE Code: 06401 640 N 2200 W Salt Lake City, Utah 84116-2925 United States This sole source requirement is pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.301-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Please be advised that there is NO TECHNICAL DATA AVAILABLE and is proprietary to the identified source above. Therefore, this notice is NOT a request for competitive proposals as the Government does not own or possess the data necessary to facilitate competition for these services. However, all responsible sources may submit a capability statement which shall be considered by the agency. A determination not to compete this requirement, based on responses to this notice, is solely withing the discretion of the Government. The Government will NOT be responsible for any cost incurred by interested parties in responding to this synopsis. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. Electronic procedures are being used for this solicitation. Issue date of the solicitation is 27 March 2023, with response date for receipt of proposal 26 May 2023. As this effort is currently considered a sole source requirement; the RFP will NOT be posted to SAM.GOV. The RMC/ RMSC code for the MIDS LVT program is R3/D. The “R” indicates the data or the rights to use the data needed to purchase this part from additional sources are not owned by the Government. The Repair Suffix Code (RMSC) is a "D" which indicates that data needed to compete for contract repair is not physically available. This service has been performed multiple times by Data Link Solutions LLC, which is the original manufacturer of the MIDS LVT program. The technical data required to organically repair or compete the repair is not owned by the Government, and is uneconomical to acquire the data by purchase or to reverse engineer the item. No samples are available for potential suppliers to evaluate. Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. L3HARRIS (CAGE: 06401 ) is the equipment manufacturer of the MIDS LVT program and the sole source of repair for the National Stock Numbers (NSNs) listed in this RFI. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
