This is a notice of intent that the WR-ALC anticipates a Firm Fixed Price contract which will support repair of the C-5 Automatic Flight Control System (AFCS) and Communication/Navigation Panel (CNP) Integrated Panels. This contract involves repairing and testing to Original Equipment Manufacturer (OEM) specifications; returning the assets to the USAF in Ready-for-Issue (RFI) condition while meeting required performance thresholds. the C-5 Automatic Flight Control System (AFCS) and Communication/Navigation Panel (CNP) Integrated Panels are represented as National Stock Numbers (NSN): 5998-01-599-8134UC and NSN: 5998-01-599-9341UC respectively. The AFCS Panel provides the controls and indicators for automatic flight control of the aircraft. Complete redundancy is provided through the use of two General Purpose Panel Interface (GPPI) stack assemblies, two independent power input buses, and two independent edge lighting and annunciator lighting buses. The redundant channels share a single set of controls on the integrated AFCS panel. Failure to repair and produce serviceable assets will cause grounding of C-5 aircraft. This contract will be for five years, consisting of a one (1) year basic and four (4) annual ordering periods. The proposed contract action is for services for which the Government intends to solicit and negotiate with Other Than Full and Open Competition. This acquisition is restricted to the following sources: Ducommun, Inc. (CAGE: 89321) The supplies or services are available from only one responsible source and no other supplies or services will satisfy the agency requirements.
