The 409th SCMS anticipates a five-year Firm Fixed Price Indefinite Delivery Contract for repair of F-15 Digital Mapping System ADCP, DMP, mission cartridge, and theatre cartridge units, including parts/labor, obsolete-parts resolution, engineering support for deficiency reports and MIPs, and sanitization of classified data from reparable units. Best estimated quantities include 100 ADCP repairs plus 50 sanitizations, 400 DMP repairs, 150 mission cartridge repairs plus 100 sanitizations, and 50 repairs for each theatre cartridge NSN, with surge options. The government intends to solicit and negotiate on an Other Than Full and Open Competition basis with Honeywell International Inc., the only known source with the required technical data and capabilities because the government lacks production-level technical data and specialized test equipment.
