The Government is conducting market research to identify potential sources that possess the data, expertise, capabilities, and experience to advise multiple FMS countries on their Aircraft Engine Test Cell requirements, manufacture the Test Cell, install that Test Cell in FMS location, and provide ongoing maintenance services to sustain FMS aircraft engine test equipment. Test Cell includes an Engine Test Stand and a Hush House. Request that intrested contractors complete attached questionaire and submitt to Governement. The current Engine Test Cell strategy includes a procurement and long-term sustainment contract which, as countries sign LOA, will start the process to support the Test Cell requirements as orders under a D type contract. The following reflects an estimate of projected country requirements over the next 10 years: Procurement, Installation, and Familiarization/Training (8+ countries), Sustainment and Maintenance Service (21+ countries), and Repairs/Upgrades (4+ countries). Support may include repairs and/or upgrades of Engine Test Cells and equipment not currently in the USAF configuration. These projections are based on data we currently have, and it should be assumed that they will increase within the next 10 years. Test Cells conduct on and off wing engine testing of F100, F110, F101, F404, F118, F119, J85, TF34, T56, TF33, and their sub-variants for a total of 20 engine variants. ETS may be used without HHs if noise is not an issue. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
