The Government is conducting market research via this RFI to identify potential sources that possess the data, expertise, capabilities, and experience to meet qualification requirements in the repair, production, or both for the non-commercial Armament Circuit Pre-Load Test Set (ACPTS). Contractors/institutions responding to this market research are placed on notice that responding may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey The Government is conducting market research to identify potential sources that possess the data, expertise, capabilities, or experience in the repair, production, or both for the following non-commercial Armament Circuit Pre-Load Test Set (ACPTS):The Government is conducting market research to identify potential sources that possess the data, expertise, capabilities, or experience in the repair, production, or both for the following non-commercial Armament Circuit Pre-Load Test Set (ACPTS): NSN: 4920-01-550-4494KU Noun: Digital Voltage Detector (DVD) ACPTS Part Number: A10998560-1 The DVD ACPTS is a modernized replacement for the analog A-10 Stray Voltage Adapter and Test Set (PN 160D998560-1), and will replace this test set through attrition. Although similar, the components and adapters of these two test sets are not compatible and should not be interchanged. The ACPTS used as a weapons preload tester on the armament systems of both the A-10A and A-10C aircraft. Contractor shall furnish all material, support equipment, tools, test equipment, and services. The Contractor shall be responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor's facility. The Contractor furnished material or parts used for replacement shall be equal to or exceed the quality of the original material or parts. Government does not own data rights to any Technical Order (TO), parts, prints, specifications, or reference material for the DVD ACPTS. The Government is not in possession of a similar tester or any TOs, parts, prints, specifications, or reference material of a similar tester. There is no DVD ACPTS available for potential suppliers to evaluate. Both large and small businesses are encouraged to participate in this market research. The Survey allows Contractors to provide their company’s capability. If after reading this RFI, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting the described capabilities. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.). If suggesting a joint venture or teaming arrangement with another company, please submit evidence of the other companies capabilities that would be used to overcome the lack of experience/capabilities with sufficient detail for the Government to gain confidence in the successful execution of this effort.
