This Synopsis serves as a notice of intent that the Automated Test System Contracting Branch, AFLCMC/ROKB, at Robins Air Force Base, GA, anticipates issuing a Request for Proposal (RFP) on SAM.gov under Notice ID FA8533-25-R-0010 for the Centrifuge and Packing Press. This effort is for the repair and maintenance of Centrifuges and Packing Presses Supporting the T-38C US16T Ejection Seat System. The Requirements-type contract will utilize a mix of pricing arrangements, including Firm Fixed Price (FFP), and Cost Reimbursement-No Fee (CR-NF). The Period of Performance for the resultant contracts shall include a 1 year Basic and 4 (one year) Options (in accordance with FAR 52.217-9, Option to Extend the Term of the Contract), as well as a 6 month option to extend services (in accordance with FAR 52.217-8). Repairs will be in support of the T-38 Aircraft mission at the following locations: Randolph AFB, TX, Laughlin AFB, TX, Sheppard AFB, TX, Vance AFB, TX, Columbus AFB, MS and Edwards AFB, CA . The following approximate quantities will be required for repair and maintenance during the effort: NSN NOUN PART NUMBER BEQ 4920-99-148-4329 Parachute Packing Press MBEU205121 21 6625-99-262-1510 Test Set, Barometric (Centrifuge) MBEU205123-1 11 This acquisition will be issued on a sole source basis to: Martin-Baker Aircraft Company Limited Cage code: U1604 Lower Road Denham Uxbridge, United Kingdom Authority 10 U.S.C. 2304(a)(1) as implemented by FAR 6.302-1, Only one responsible source, and no other supplies or services will satisfy agency requirements. Martin-Baker is the only source that has been successfully qualified to repair and maintain the T-38C US16T ejection seat system currently. Persons may identify their interest and capability to respond to the requirement or submit quote(s). The approximate Request for Proposal (RFP) issue date is 11 July 2025, with a response date of 30 days later. Foreign participation is permitted. In accordance with FAR 5.2079(c)(16)(i) All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
