This Request for Quotation (RFQ) is to establish a follow-on sole source contract for the Automatic Test Systems (ATS) Division of the Air Force Life Cycle Management Center located at Robins Air Force Base, GA. This combined synopsis/solicitation is to procure repair and upgrades of the Night Vision Device Test Equipment (NVDTE) Testers. NVD Test Set (Legacy) - ANV-126A (NSN: 6625-01-374-9681CX) NVD Infinity Focus Test – ANV-20/20 (NSN: 6625-01-431-8615CX) NVIS Inspection Scope – NVG-102B (NSN: 6695-01-393-1962CX) Test Kit Calibration Set – ANV-126-085 (NSN: 6625-01-394-7760CX) Digital NVD Test Set – ANV-126A-001 (NSN: 6625-01-498-4616CX) Maintenance, repair, and upgrade consists of the following actions: tear-down, evaluation, replacement of failed components, calibration, test, and engineering services. The contractor is expected to provide support, expertise, capabilities, engineering and technical services to support the repair or upgrade of each NVDTE. The government intends to award a Requirements Indefinite Delivery Contract (IDC) with one year basic period, plus four one-year options in accordance with FAR Clause 52.217-9, Option to Extend the Term of the Contract as well as a six month option per FAR Clause 52.217-8, Option to Extend Services against applicable orders. Quantities are based on Best Estimated Quantities (BEQ). This requirement is not a Set-Aside. The proposed contract action is for services for which the government intends to solicit sole source to Hoffman Engineering Corporation under authority of FAR 6.302-1, Only one source is capable of satisfying the government's requirement.
