The Expeditionary Fluid Analysis System (EFAS) is a type of Non-Destructive Testing (NDT) equipment used to modernize oil analysis. The EFAS will be a rugged and portable test instrument operable from both 120/240 VAC and battery power. The EFAS will be capable of conducting real time at-platform testing of engine oil and lubricating fluids from all aircraft operated by the USAF. The EFAS will detect larger wear metal particles that are typical of serious engine mechanical system failure modes. The EFAS shall also have the capability to analyze hydraulic fluids and have limited magnetic chip detector (MCD) debris analysis capability. The detailed EFAS description can be found in the attached Purchase Description (PD). The proposed contract action is for supplies and support which the Government intends to negotiate with only one source, Spectro Scientific, Inc. (CAGE Code: 1BL81) under authority of FAR 6.302-5, as this is a Small Business Innovation Research (SBIR) Phase III effort.
