This RFI will be used to identify potential sources in the industry that may be interested in acquisition opportunities with the Government. The Government is conducting market research via this RFI/Source Sought to identify potential sources that possess the production and repair data, expertise, capabilities, and experience to meet qualification requirements to produce and repair the SAS Tester. The Government does not own or have access to production/repair data or drawings for these items. Additionally, the Government does not have access or rights to any Technical Orders (TOs), parts prints, specifications, or reference material for the SAS Manual tester to include in this RFI. The Air Force (AF) is not in possession of a similar tester or any TOs, parts prints, specifications, or reference material of a similar tester. There are no SAS testers available for potential suppliers to evaluate. The Government has determined these items are non-commercial items. Both large and small businesses are encouraged to participate in this survey. However, this Sources Sought/RFI will, in part, assist the AF in determining set-aside potential. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey. The following guidelines are provided to frame the SAS Manual Tester challenge: Designed with maximum use of commercial off the shelf (COTS) or modified off the shelf (MOTS) components Designed to operate in the harsh Flight-line environment Ability to interface with T-38 aircraft Designed to be deployable to support expeditionary operations at forward operating locations Transportable to be moved from one location to another via common military cargo aircraft with as minimal a logistics footprint as attainable Ability to operate without extensive supply chain In accordance with Federal Acquisition Regulation (FAR) 52.215-3: a) The Government does not intend to award a contract on the basis of this market research or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the FAR. b) Although "proposal" and "offeror" are used in this sources sought synopsis, your response will be treated as information only. It shall not be used as a proposal. c) This RFI is issued for the purpose of market research. INSTRUCTIONS: 1) Below is the Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability. 2) If, after reviewing this document, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) 3) Both large and small businesses are encouraged to participate this RFI. Joint ventures or teaming arrangements are encouraged. Respondents can devise their own solution approaches and system architecture(s) as long as the Government can obtain at least Government purpose data rights for the implemented architecture and that architecture complies with the other requirements of any associated development program(s). 4) Contractors/institutions responding to this market research are placed on notice that responding may not ensure participation in future solicitations or contract awards. Responses must be submitted electronically via email to: tiffany.holmes.2@us.af.mil PURPOSE/DESCRIPTION: The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to produce and repair the SAS Manual Tester: NSN: 4920-00-731-7151 NOUN: Flight Control System Test Set PART NUMBER: 3-76790-501 The SAS Manual Tester is a portable, self-contained test unit designed to provide a functional check, isolate malfunctions, and aid in the calibration of the Stability Augmenter System. The Government's need for production and repair is required to support fielding for AF users. Therefore, this production and repair strategy will consist of six months. The projected quantities are repair of 13 each and production of 8 each. The level of security clearance and amount of foreign participation in this requirement has not been determined. The contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor's facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. The AF does not own any proprietary data associated with this effort. Note: THIS IS A REQUEST FOR INFORMATION ONLY. The purpose of this RFI is to identify sources that can produce and repair the SAS Manual Tester. The AF has not made a commitment to procure any of the items/services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Repair Questions: How will your company address the absence of drawings, specifications, technical data, test procedures, etc. for the AS Manual Tester? If the test set cannot be produced or repaired in total, state what your company can produce and repair, i.e. components of the test set, software, testing equipment, the case only, etc. State any technology insertion ideas for the item that would be suitable for this effort.
