The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to produce the Universal External Tank Certifier, also known as the Fuel Control Test Station. The acquisition strategy is a five-year contract (basic plus four option years) and will continue through FY25. The projected quantities will be Best Estimated Quantities (BEQ) of 7 per year. The fuel test station is used to test the external fuel tanks of F-15, F-16, F-22, F/A-35, C-130 and other fixed wing and rotary platforms with the appropriate adaptors. The unit connects incoming fuel from an external source and routes fuel to an external tank. During this process, it checks the internal tank floats, limit switches, measures fuel flow rates, and height sensor accuracy to ensure proper fuel distribution in the tanks. These fuel tanks can be dropped from the aircraft if necessary. The Government does not poess a technical data package for this system and believe that Product Support Incorporated is the sole source provider.
