The National Stock Number (NSN) is 4920-01-387-6124RN and Part Number (P/N) H301-4. It is used on all blocks of the F-16 aircraft to measure the environmental systems of the aircraft. The test set contains a temperature subsystem, a pressure subsystem, and a multimeter subsystem. It uses a digital display panel assembly for testing aircraft equipped with electronic sensor/controllers and 41-pin test connectors. The display panel has a small microprocessor on a computer driver board that controls 36 digital display modules on a digital display board, a small power supply dedicated to the digital display panel, and a display board with 36 digital display modules with gating circuits, a temperature subsystem, a pressure subsystem, and a multi- meter subsystem to troubleshoot the ECS of all F-16 aircraft. This test set is military unique and is not a commercial item. This effort will be executed as a Firm Fixed Price Requirements IDC, consisting of a period of performance inclusive of a one (1) year basic and four (4), annual ordering periods. This requirement will consist of both USAF requirements and FMS requirements. Future AF, DOD, and FMS requirements will be executed via the Ordering Period. Total Best Estimated Quantity for each year is 11 EA. The proposed contract action is for supplies which the Government intends to solicit and negotiate with only one source Howell Instruments, Inc (CAGE Code: 98869) under authority of FAR 6.302-1 because no other source has the proprietary data to provide the Test Sets. The government does not own the technical data package (TDP), nor is the product under the configuration control of the US Government. However, Interested Party or Person(s) may identify their interest and capability to respond to the requirement or submit a quote(s). This notice of intent is not a request for competitive quotes. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements
