The MPI unit (P/N PD-AFLCMC-EZPT-19-01-II, NSN: 6635003614631RN), is a type of non-destructive testing (NDT) that is utilized to detect surface and shallow subsurface discontinuities in ferromagnetic materials such as iron, nickel, cobalt, and some of their alloys. MPI is critical technology that is used to maintain and support various equipment throughout the Air Force and has a service life of 25 (twenty-five) years. Typical MPI units consist of an induction coil, a tank to hold suspension and particles, and a booth with a hood to remove light. MPI works by either directly or indirectly magnetizing a material. Magnetic particles in either dry or wet suspension are then applied to the magnetized material. If the material has a surface or subsurface discontinuity magnetic flux will be leaked, magnetic particles are attracted to the flux leakage indicating the discontinuity to the user. The MPI unit must meet the requirements put forth in the Product Description (PD) PD-AFLCMC-EZPT-19-01. The MPI RFP and attachments is uploaded to this announcement. NO HARD COPIES WILL BE ISSUED. The basis of this requirement is due to this requirement having well designed specifications available, adequate competition and the ability of industry to propose firm prices over multiple years. A commercial Fixed Firm Price is the only acceptable contract type. The first delivery will be 2 (two) months ARO followed by 2 (two) units per month. This contract is for a base period of one year and four one year options. Best Estimated Quantity is 18 EA per year. This requirement is a 100% small business set-aside, the Magnetic Particle Inspection unit requirement, as defined by the PD, will be competed. A competitive Request for Proposal (RFP) will be utilized to solicit proposals for evaluation to determine the best value award to the Government. FAR 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items will be used. The Evaluation Factors are as follows: Technically Compliance with the Product Description, Price, and Past Performance. Technical and Past Performance, when combined are approximately equal to cost or price. This solicitation will be issued as a request for proposal (RFP). Electronic procedures will be used for this solicitation. It is estimated that the RFP will be issued within 30 days. RFP will be posted to beta.SAM. No telephone or fax requests will be honored. NO HARD COPIES WILL BE ISSUED. Interested persons may identify their interest and capability to respond to the requirement or submit proposal. This notice of intent is not a request for competitive proposal. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All proposals shall be in the English language and in U.S. dollars. All interested suppliers may submit a proposal.
