This is a notice of intent that the Air Force Materiel Command anticipates award of a Firm Fixed Price Requirements-type Indefinite Delivery Contract (IDC) Sole Source contract for Consolidated Hydraulic Test Stands. The following items are to support the USAF fleet of aircraft weapon systems and Foreign Military Sales (FMS) customers with sufficient quantity: Universal Hydraulic Test Stand (UHTS) (diesel and electric) configuration, Universal Triple Hydraulic Test Stand (UTHTS) (diesel and electric) configuration both with an on board Hydraulic Fluid Purifier (HFP), HCT-12 Hydraulic Component Test Station (HCT-12 HCTS), HCT-14 Pump and Motor Test Console (HCT-14 P&MTC), HCT-40 Hydraulic Fluid Cooling System (HCT-40 HFCS), Instrument Verification Set (IVS), Instrument Contamination Verification Set (ICVS), and Instrument Contamination Sensor/Hose Flushing Manifold (ICS/HFM). This contract will replace legacy hydraulic test stands to fully implement hydraulic fluid purification and reduce stands logistic footprint and equipment by more than 80 percent. This acquisition is to procure the following 10 National Stock Numbers assigned for this equipment. Each NSN identified below consists of multiple configurations as part of an Interchangeable and Substitutability (I&S) group that encompass the umbrella NSN and part number: NSN 4920-01-592-0750RN, Part Number 101197-100 for the diesel UHTS. NSN 4920-01-591-9361RN, Part Number 101198-100 for the electric UHTS. NSN 4920-01-615-6002RN, Part Number 120755-100 for the diesel UTHTS. NSN 4920-01-615-3563RN, Part Number 120756-100 for the electric UTHTS. NSN 4920-01-680-9279RN, Part Number 180347-100 for the HCT-12 HCTS. NSN 4920-01-680-7968RN, Part Number 180348-100 for the HCT-14 P&MTC. NSN 4130-01-681-9525RN, Part Number 180349-100 for the HCT-40 HFCS. NSN 4920-01-607-2985RN, Part Number 101199-100 for the IVS. NSN 4920-01-630-8302RN, Part Number 101199-200 for the ICVS. NSN 4920-01-654-1985RN, Part Number 101199-500 for the ICS/HFM. The contract will consist of a 12-month basic year, and eight 12-month optional Ordering Periods and the consideration for a six month Extension of Services. The proposed contract action is for supplies and/or services for which the Government intends to solicit and negotiate with Other Than Full and Open Competition. This acquisition is restricted to the following source: Hydraulics International Inc. (Cage: 56529). Statutory Authority 10 U.S.C. 2304(c)(1) as implemented by Far 6.302-1, The supplies or services are available from only one responsible source and no other supplies or services will satisfy the agency requirements.
