This announcement constitutes a Notice of Proposed Contract Action. The office of AFLCMC/HBKA intends to award a contract for the support and sustainment of the E-8C Joint Surveillance Target Attack Radar System (Joint STARS) Weapon System. Requirements include: Program Management, System Engineering, System Sustainment, Joint STARS Unique Asset Management, Joint Integrated Maintenance Information System (JIMIS) Hardware and Software Infrastructure Sustainment, Weapon System Interoperability Certification (IC), IC System Sustainment, Flight Crew Training (FCT), Mission Crew Training (MCT), Mission Support Training, Training Sustainment, Field Service Representatives (FSRs), and Cybersecurity. This acquisition will be issued sole source to Northrop Grumman (CAGE: 70974). The proposed period of performance is 1 November 2022 to 31 October 2032 (a five-year base period and a five-year option period). The applicable NAICS code is 336413. The authority for this requirement is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
