The Government is conducting market research to identify potential sources that possess the technical data, expertise, capabilities, and experience to meet qualification requirements to provide a Government-owned solution to introduce third party mission software on the U-2 Dragon Lady platform in its Avionics Tech Refresh (ATR) configuration. Our Third Party Mission Software strategy is a 2-year contract with potential options through FY26. The Government’s need for Third Party Mission Software complements the ATR program by providing a Government-owned, non-OEM option to create, manage, deploy, modify, and operate mission software for the U-2 ATR platform. ATR provides an Open Mission System (OMS) computing environment using ruggedized on-board computing infrastructure and network attached storage. ATR provides an initial software baseline for both avionics and mission software application along with a customized user interface. The current process deploys an OEM bundled operational flight program (OFP) secured with an OEM key management system. The avionics and mission software applications are physically segregated. The Government’s intent is to create optionality is the introduction of third party mission software applications that does not require OEM involvement and can instead be managed and controlled by the Government at the Government’s discretion. These mission software applications must be OMS compliant.
