This requirement is for a firm-fixed price contract for one (1) each NSN: 5120-01-541-3675BA, Puller, Mechanical – MWS Sensor, P/N 17G760002-501, which includes one First Article which will serve as the production asset, one First Article Test Plan, one Marking Plan, and one First Article Test Report. The Large Aircraft Infrared Countermeasures (LAIRCM) system will be installed on all C-17A aircrafts. The LAIRCM system installation includes six (6) P/N 001-07671-009 Missile Warning System (MWS) sensors, type AAR-54. The sensors are 5.97 inches long, 3.43 inches wide, and 3.43 inches high, with an electrical connector at one end and a large circular flange at the opposite end. Each sensor weighs approximately 4.2 pounds. The sensors are designed to be removed and replaced from outside the aircraft. However, each of the sensors has a tight-tolerance fit into its mounting structure. When installed, the face of the flange is flush with its surrounding fairing. In addition, the flanges of the top and bottom sensors are secured to the mounting structure with sealant to prevent intrusion of precipitation. The sensors cannot be removed by hand, and the use of common hand tools to pry the sensors out of their mounts may cause damage to the sensors or to the aircraft structure. A means is required at the organizational (electronic warfare shop personnel) and depot levels of maintenance to install and remove the MWS sensors. The means must securely support the sensor and allow technicians to remove the sensor from any of the six (6) installed locations. It must not damage the sensors (in particular their windows) or the aircraft structure. This will be a 100% Small Business Set Aside. Offerors shall prepare their proposals in accordance with the mandatory, explicit, and detailed instructions contained in the RFQ. All responsible small business sources may submit a proposal to be considered by the contracting agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS), Excluded Parties List System (EPLS), and other Government databases to determine contractor status before evaluating proposals. Proposals will be evaluated based on the criteria stated in the RFQ. All data for this weapon system is considered EXPORT CONTROLLED.
