This requirement is for a firm-fixed price contract with two 1-year options for 12 Flight Formation Test Sets applicable to the C-17 aircraft. This acquisition is for NSN: 6625-01-534-4507, P/N: 17G723627-1. The Flight Formation Test Sets are used to provide a means to test the Formation Flight System (FFS) LRU. The FFS Test Set will send interrogations to the Formation Flight Systems. This is a system that replaces the existing station-keeping equipment (SKE) (ALL line replaceable units including SKE antennas) and traffic alert collision avoidance systems (TCAS). The requirement includes a basic quantity of 12 each and three option years with a quantity of 1 to 2 each. All assets will be shipped FOB destination within the continental United States. The RFP is being issued on a sole source basis to Tel-Instrument Electronics Corporation, Cage Code 92606, in accordance with Authority 10 U.S.C. 3204, “The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency." However, subcontracting opportunities may be available for responsible sources. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
