This is an 8(a) Set Aside. This subject requirement is for a firm fixed price contract. Brace, A/C, Ground Servicing Air Deflector; Qty: 3, Option I: 3 Ea, Option II: 3 Ea, Option III: 3 Ea, NSN: 1730-01-424-2213, First Article/Production: 1 Ea, Production: 2 Ea, Test Plan: 1 Ea, Test Report: 1 Ea, P/N: 17G110090-501. The C-17 aircraft has an air deflector located on the left- and right-hand side of the fuselage immediately forward of each aft troop door. To protect against impact damage resulting from wind induced motion, the air deflector must be secured at the organizational and depot levels of maintenance before the actuator is removed for servicing. The means for securing the deflector must be capable of immobilizing the air deflector during a worst case 70 knot wind. Additionally, the means must be capable of preventing damage to the air deflector and/or the aircraft structure. The means must be able to withstand a wind load of approximately 300 pounds, which corresponds to the worst-case 70 knot wind. The means must be painted red and include a "Remove Before Flight" streamer. Offerors shall prepare their proposals in accordance with the mandatory, explicit, and detailed instructions contained in the RFQ. All responsible 8(a) small business sources may submit a proposal to be considered by the contracting agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS), Excluded Parties List System (EPLS), and other Government databases to determine contractor status before evaluating proposals. Proposals will be evaluated based on the criteria stated in the RFQ. All data for this weapon system is considered EXPORT CONTROLLED.
