This solicitation is to procure Engineering, Manufacturing, and Development (EMD) supplies and services, to include software development, software integration/installation, developmental testing and training in support of the C5M aircraft. The Contractor (independently and not as an agent of the Government) shall provide Support and Sustainment to the Government as identified in the solicitation and the attachments. Performance shall be in accordance with all provisions and specifications as stipulated herein. The follow-on contract award will be a Cost-Plus-Fixed-Fee (CPFF), Cost- Reimbursable-No Fee (CR-NF), Firm-Fixed Price (FFP), and Not Separately Priced (NSP) IDIQ - D type contract with a 36 month period of performance. The RMCD ROAR program will span the development, integration, testing, kitting, pre-production, Prototype Installation (per a Time Compliance Technical Order (TCTO)) and development testing of an integrated RMCD design into the latest C-5M configuration. These services include embedded development, integration, kitting, pre-production, installation, and verification requirements. This requirement will consist of one basic ordering period of 12 months and 2 annual ordering periods. FAR Part 6 and FAR Part 15 will be utilized. The Government has determined that this effort will be a sole source contract to Lockheed Martin Aeronautics (LMA), Cage Code: 98897, IAW FAR 6.302-1 – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Foreign Participation is not permitted at the prime contractor level.
