This RFI is for information regarding the C-5 Engineering Requirements Review (ERR) Program Support effort. Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements of the C-5 ERR program support effort. The Warner Robins Air Logistics Center (WR-ALC) is the primary Air Force (AF) depot responsible for multiple aircraft and subsystems. The ERR program is comprised of disciplined processes and procedures, organizational, and systematic operating elements designed to improve aircraft repair productivity, with the overall goal of increasing aircraft mission capability, reliability and maintainability. This program includes processes that streamline the industrial and maintenance support practices for aircraft repair, provide improved visibility of recurring repair issues for tail numbers within the C-5 fleet, identify solutions to correct aircraft deficiencies, provide accurate forecasting of maintenance, provide support for the annual 20% maintenance requirements review and establish accurate performance metrics for quality, schedule and cost. C-5 Engineering Requirements Review (ERR) Program Support Part II. Capability Survey Questions General Capability Questions: Describe briefly the capabilities of your facility and the nature of the goods and/or services you provide. Include a description of your staff composition and management structure. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). Engineering Services Questions: The C-5 weapon system has converted all scheduled maintenance operations to a Maintenance Steering Group (MSG)-3 based program to improve aircraft availability and mission capability. Describe your experience with initiating and sustaining a MSG-3, or equal based maintenance system on a large transport aircraft. Your input should include a copy of your most recent policies and procedures Handbook associated with this effort. Maintaining the current maintenance program requires continuous review of repair and failure data. Describe your experience with maintenance data analysis by describing previous root cause / reliability analysis per Service Acquisition Executive AIR-4845 (Failure Mode, Effects and Criticality Analysis (FMECA)), engineering solution development and systems safety analysis per Military Standard 882. Describe your experience with large military aircraft sustainment. This effort requires extensive database design and sustainment. Describe your experience with the following: Microsoft (SQL) Server Oracle (DDL, Stored Procedures, and Relational Database Design) Structured Query Language XML XSL-T XSL-FO Describe your experience with Maintenance Repair Organization and Programmed Depot Maintenance operations in the following areas: Standard visual work card development Centralized work control and standard daily work Maintenance data collection and correction Scheduled maintenance task development Bill of Work Process Describe your experience with the ERR program and the Maintenance Requirements Supportability Process (MRSP), or equivalent process on large aircraft, as defined in the Logistics Requirements Development Process (LRDP) handbook and AFMAN 63-143. (Reference AFMC LRDP Handbook, Chapter 13) This effort requires extensive technical data development experience. Describe your experience with the following: Technical Order development complying with Air Force regulations Developing technical data using Air Transport Association of America (ATA) standard conventions Authoring S1000D compliant technical data Techsight/FlatIron or Equivalent technical data software suite Describe your experience with the G081, Reliability and Maintenance Information System (REMIS), Global Combat Support System (GCSS), Role Oriented Consolidation Information Tool (ROCIT) and Programmed Depot Maintenance Scheduling System (PDMSS), Joint Reliabilty Availability Management System (JRAMS) data systems. This effort requires extensive engineering experience. Describe your engineering specific experience accomplishing analysis and providing implementable and sustainable recommendations on large aircraft to: Minimize unscheduled maintenance downtime Improve aircraft availability Improve component and system reliability Reduce maintenance manpower requirements Resolve and prevent parts obsolescence issues Describe your experience with Air Force and Defense Logistics Agency (DLA) and Air Force Supply Chain (AFSC) supply systems. Describe your experience with Air Force configuration management, system safety and airworthiness. Describe your experience registering and maintaining Certification and Accreditation (C&A) packages through IT Investment Portfolio Suite (ITIPS) and eMass, to include Department of Defense (DoD) 8570 compliant programmers capable of sustaining Structured Query Language (SQL) databases and applications using the latest .net technologies. Commerciality Questions: Are there established catalogs or market prices for supplies or services which meet the subject requirement? Is this product and/or service offered to both the United States Government and commercial sources? Is the same workforce used for both the Government and general public? Are the supplies or services offered to both the Government and public under similar terms and conditions? Briefly describe any differences. Describe your standard warranty and return process for goods and services furnished to the Government for items similar in nature to those requested under this requirement.
