The Government intends to award a sole-source, firm-fixed-price commercial purchase order to Keysight Technologies, Inc. for sustainment of the B-1B Electronic Warfare Advanced Simulation Platform (EWASP). The effort covers calibration and repair services, Simulation View software licenses, and technical support, with Keysight as the OEM/sole proprietor because the Government lacks the data rights needed for competition. Performance, delivery, and acceptance will be at Robins AFB, GA 31098. The period of performance is a base period from 30 Sep 2026 through 29 Sep 2027, plus two one-year options ending 29 Sep 2029. This acquisition is not set aside for small business, and the notice is not a request for competitive proposals, though responsible sources may submit capability information for agency consideration.
