The government intends to award a sole-source, firm-fixed-price commercial purchase order to Keysight Technologies, Inc. for sustainment of the B-1B Electronic Warfare Advanced Simulation Platform (EWASP), because Keysight is the OEM and sole proprietor of the system’s design specifications, source code, and hardware architecture. The work includes calibration and repair services, Simulation View software licenses, and technical support under a base period plus two one-year option periods. The period of performance is 30 Sep 2026–29 Sep 2027 for the base period, 30 Sep 2027–29 Sep 2028 for Option Period 1, and 30 Sep 2028–29 Sep 2029 for Option Period 2. Delivery and acceptance are at Robins AFB, GA 31098. This acquisition is not set aside for small business and requires CMMC Level 1 (Self) certification; although it is not a request for competitive proposals, responsible sources may submit a capability statement, proposal, or quotation for consideration.
