The Air Force Life Cycle Management Center (AFLCMC), Electronic Warfare Division, Robins Air Force Base (RAFB) has a requirement for engineering support for the Integrated Support Station (ISS) utilized by AN/ALR-56M installed on multiple Department of Defense aircrafts to ensure effective operations against radio frequency threats. This is a follow-on effort for the previous contract that expired 25 June 2020. This task requires highly specialized system knowledge, advanced Radar Warning Receiver (RWR) capabilities, rapid software analysis, detailed software defect correction, configuration changes and other development to meet mission requirements of the ISS. Specialized knowledge is required for system investigations and analysis to ensure continued system operation and maintenance, identification, review, assessment, and resolution of deficiencies. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This requirement will be sole source to Northrop Grumman Systems Corporation, CAGE Code 5FVX5, in accordance with authority 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. The Government does not own or possess a full technical data package nor the data rights to procure the services competitively. All responsible sources/interested parties may submit a capability statement and proposal which shall be considered by the agency. The Government intends to award a follow-on Indefinite Delivery Indefinite Quantity (IDIQ) contract. The period of performance is for fifty-seven (57) months, consisting of a nine (9) month basic period and four (4) 12-month option periods. The solicitation is planned to be issued on 12 August 2020 under solicitation number FA8523-20-R-0043. The anticipated award date is 30 September 2020.
