This is a notice of intent that AFSC/PZABB, Electronic Warfare Sustainment intends to issue a Firm Fixed Priced (FFP) supply contract for the purchase of the B1-B AN/ANQ-161A Electronic Countermeasures/Radio Frequency Surveillance (ECM/RFS) 5865-01-562-6911EW and the F-15C/D Very High Speed Integrated Circuitry Central Computer (VHSIC or VCC+) 1270-01-514-4336FX. This effort is anticipated to be a five (5) year Firm Fixed Price (FFP) type contract with an anticipated period of performance from 20 September 2022 through 19 September 2027. This acquisition will use Working Capital Fund (4930) appropriation. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Lockheed Martin, Cage: 03640, in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government does not own the data or the rights to the data needed to contract repair of parts from additional sources. This acquisition does include the development and delivery of technical data that may be utilized for future competitive procurements. All responsible sources may submit a capability statement or proposal which shall be considered by the agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
