This acquisition is to obtain an 18 month Definitive Firm Fixed Price (FFP) Contract for Engineering Services for the purpose the replacement of the A3 & A5 Circuit Cards Assemblies in support of the F-15 AIS (Avionics Intermediate Maintenance Shop) Program. The item(s) to be developed are the following: Noun: A3 Card P/N: 6409517-1, NSN: 5998-01- 249-8787KV; A5 Card P/N: 6409517-2, NSN: 5998-01-249-8786KV. This Source Selection will be a Trade-Off (FAR 15.101-1). The Government intends for this request to be accomplished through a Small Business Set-Aside. The Period of Performance (PoP) will be 18 months after receipt of orders (ARO). Proposals should consist of a completed RFP outlining cost/price as well as all applicable clauses. A White Paper should be included and should address how Technical Factors will be met. The White Paper shall address the following factors: 1)Company Info/Background 2)Management Approach 3)Technical Approach (Solution) 4)Deliverables 5)ROM/Unit [Basis of Estimate (Labor Categories/Hours)]. The Total Cost for delivering 2 eachPrototypes per unit. 6)Schedule The White Paper shall not exceed 30 pages and should be in 12 inch font. Each CLIN shall be priced out in whole US Dollars. The White Paper will be evaluated by a Technical Review from the Engineer. Cost/price is equal to the completed RFP and Technical Factors. The Government intends to award without discussions but reserves the right to do so (FAR 15.306). The Government reserves the right to cancel this solicitation and will not reimburse proposal costs. All proposals are due by July 7, 2021 at 5:00 p.m. EST.
