The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet requirements to transition the existing temporary HC-130J Link 16 to a permanent solution. In so doing, the contractor shall produce a complete technical data package for the HC-130J Link 16 interim modification. This will result in a complete set of Link 16 ground maintenance, fault analysis, corrective actions, illustrated parts breakdown manuals, and flight manuals for the HC-130J platform. Additionally, the contractor shall provide updates to the Situational Awareness Communication Upgrade (SACU) system technical order library as changed by the incorporation of Fenix software. Finally, the Contractor shall provide interim contractor support for Link 16 to include software sustainment as required by the order description. Communication Data for the aircraft communication system is articulated through the Fenix software suite and displayed on the aircraft Situational Awareness Communication Upgrade (SACU) laptops. The software suite is developed by Sierra Nevada Corporation (SNC) Tactical Radio Application Extension (TRAX) and is comprised of a mixture of both proprietary and government owned software applications as listed below: • Sierra Nevada Corporation (SNC) Tactical Radio Application Extension (TRAX®) • United States Government (USG) Windows Tactical Assault Kit (WinTAK) • SNC TRAX® WinTAK Plugin • SNC Radio Controller • National Reconnaissance Office (NRO) Display of Correlated Threats (DisCorT) • Idaho National Laboratory (INL) Improved Many on Many (IMOM) The information sought herein is for planning purposes only and shall not be understood as a Request for Quote, Request for Proposal, or as an obligation or commitment on the part of the Government to acquire any service.
