Original: Repair/replacement of the HC-130J Airdyne Special Airborne Mission Installation & Response (SABIR) AS-6BKS Door Window Assemblies (Bubble Door) as needed, for five years. The repair/replacement contract will provide Teardown, Test and Evaluation (TT&E), PBD Repair, PBD Part Replacement, PBD Window Replacement, DMS (Diminishing Parts Study), Engineering Services, Travel and Shipping, of damaged/defective parts/windows on the Airdyne Special Airborne Mission Installation and Response (SABIR) AS-6BKS Door Window Assemblies (bubble doors). The repair/replacement will be accomplished by the contractor at their facility and returned to the respective Government installation. Update 1: Provide an RFP amendment to extend the proposal delivery date to 26 June 2023 and incorporate FAR 52.204-27. All other terms and conditions remain the same and unchanged.

This announcement constitutes a Notice of Proposed Contract Action. The office of AFLCMC/WIUKA intends to issue a solicitation for a Five (5) year Best Estimated Quantity (BEQ) Requirements Contract for HC-130J Paratroop Bubble Door Interim Contractor Support. Requirements include: TT&E (Tear Down, Test & Evaluation), Paratroop Bubble Door Window Replacement, Paratroop Bubble Door Parts Replacement Catalogue, Diminishing Parts Study, Engineering Services, Paratroop Bubble Door Repair, Travel, Shipping Catalogue, Data, Paratroop Bubble Door Window Seal Replacement, & Paratroop Bubble Door Toekick Replacement. The Five (5) year Best Estimated Quantity (BEQ) Requirements Type Contract will consist of 1 (one) basic year ordering period followed by 4 (four) separate one year ordering periods for a total of 60 months; the anticipated period of performance will be from 30 May 2023 - 29 May 2028. This contract will utilize a mixture of the following pricing arrangements: Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Cost-Reimbursement No Fee (CRNF), & Not Separately Priced (NSP). The applicable NAICS code is 336413 with a small business size standard of 1,250 employees. In addition, this procurement will utilize the policies and procedures of FAR Part 15 "Contracting by Negotiation." This is a sole source procurement; the Government intends to solicit Airdyne Aerospace, Inc. 3160 Premier Drive Brooksville, FL 34604-8299 (CAGE Code 6H3N2). The authority for this requirement is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
