This is a fair opportunity selection conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 16.505(b)(1). Orders placed under FAR 16.505 IDIQ contracts are not source selections and are not subject to FAR 15.3 procedures. Accordingly, issuance of an order under this Fair Opportunity Proposal Request (FOPR), should an award be made, shall follow the ordering procedures outlined in FAR 16.505, as supplemented and as follows the stated ordering procedures within the Special Operations/personnel Recovery (SOF/PR) Multiple Award Contract for Modifications (MACM) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. This requirement will cover the procurement, assembly, and delivery of forty six (46) Special Mission Processor (SMP) Power Transfer kits and forty six (46) SMP Power Transfer installations on the AC/MC-J aircraft. In Accordance With (IAW) Time Compliance Technical Order (TCTO) and provided technical data package (build to print). Power Transfer kit part number 3370121 - top level drawing. There are very little risks with a build to print effort. This effort will include a one year basic contract with two (2) one year option periods. Contractor Installation of the 46 kits will be broke out in a three year period: One (1) Trial Install (TI) kit, one (1) trial kit installation, one (1) Kit Proof (KP) kit, one (1) Kit Proof installation, five (5) SMP Power Transfer production kits, and five (5) SMP Power Transfer kit installations in the base year, twenty (20) SMP Power Transfer production kits and twenty (20) SMP Power Transfer production kit installations in Option 1, and nineteen (19) SMP Power Transfer production kits and nineteen (19) SMP Power Transfer production kit installations in Option 2 - to meet the AC/MC-130J install schedule.
