This is the formal solicitation for Robins AFB Special Operations Forces / Personnel & Recovery Contracting Section's sole source requirement for the Structural Support and Engineering Services (SSES)... This is the formal solicitation for Robins AFB Special Operations Forces / Personnel & Recovery Contracting Section's sole source requirement for the Structural Support and Engineering Services (SSES) to support the Air Force Special Operations Command (AFSOC) C-130 aircraft. The objective of SSES is to establish, evaluate, study, and substantiate the structural integrity of the weapon system to maintain Operational Safety, Suitability, and Effectiveness (OSS&E). This is accomplished through early identification of potential structural problems and the use of modeling, studies, and data management to ensure the orderly scheduling of inspections and replacement or modification of airframe critical elements. These evaluations may require extensive research and could lead to prototype development to include developmental drawings as well as installation of the prototype and testing. Also, this task will provide subject matter expert assistance and recommendations to technical problems encountered by the government engineers. The result of this effort will include solutions to extend and maintain the aircraft's economically viable service life. The contract period of performance (PoP) is planned for a basic period of 12 months with four 12-month options. This requirement is Sole Source with: The Corporation of Mercer University Doing Business As: Mercer Engineering Research Center (MERC) 135 Osigian Blvd Warner Robins, GA 31088-7810 CAGE: 0AC45 Non-Profit Educational IAW FAR 13.501(a)(2)(i). IAW FAR 5.207(c)(15), Mercer Engineering Research Center (MERC) is the only source capable of fulfilling the government’s requirement of Structural Support & Engineering Services (SSES). This item utilizes North American Industry Classification System (NAICS) code of 541330. IAW FAR 5.207(c)(16)(ii) All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Due to the circumstances described herein, the activity requests authority to acquire the engineering services listed in this document using Other Than Full and Open Competition (OTF&OC) as prescribed by FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This action will result in the award of a follow-on contract which will be a Cost Reimbursement, No Fee (CRNF), Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for five (5) years with a 12 month basic Period of Performance (PoP) and four 12-month ordering periods. The projected validity period is 22 July 2020 thru 21 July 2025.
