Production and Installation of the Line-of-Sight (LOS) Link 16 system on MC-130J Platforms

Notice ID:FA8509-27-R-MCLOS

The USAF is conducting market research to identify potential sources for production kits and installation, integration, and support of a Line-of-Sight Link 16 capability on the MC-130J aircraft at multiple Government-designated locations. The effort will provide the MC-130J System Program Office with technical expertise and access to OEM proprietary data—including structural/component data, drawings, qualification data, and analysis techniques—needed to maintain operational, safety, suitability, and effectiveness. A sole-source award to Sierra Nevada Corporation is anticipated because SNC is the only known qualified source and the Government lacks the proprietary data and engineering expertise required. The Contractor must furnish all materials, support equipment, tools, test equipment, and services, and must maintain and calibrate support equipment at its or a subcontractor’s facility, with replacement parts equal to or exceeding original quality. The requirement involves a secret security clearance and no foreign participation; participation in this market survey does not ensure future solicitation participation or award, and the Government will not reimburse survey expenses.
