LARS Hardware Refresh

The Government requires a hardware refresh of the Lightweight Airborne Recovery System (LARS), formerly Personnel Locator System (PLS) v12 AN/ARS-6, for the HC-130J because the current system is end-of-life due to component obsolescence. The refreshed LARS must retain all current capabilities, including TAC, TAG, and full CSEL/NGSR compatibility, provide at least 10 years of sustainability, and be a Form, Fit, Function (FFF/F3) version; USAF MC-130J, HH-60W, and USN MH-60S would also benefit. The effort covers non-recurring engineering for a refreshed hardware configuration, including design reviews, developmental and operational testing, and up to five test articles, while retrofitting/fielding will be a separate contract. The resulting contract is planned for a three-year period of performance with one base and two option periods, and the Government intends a sole-source solicitation to Cubic Defense Application, Inc. in San Diego, CA, under FAR 6.302-1. The solicitation is expected to be issued on or about October 21, 2026, using electronic procedures via SAM.gov.
