Clause FAR 52.219-9, Small Business Contracting Plan has been removed along with the evaluation factor. Changes to attachments. The requirement will be a competitive small business set-aside to Service Disabled Veteran Owned Small Business for the sustainment of the AC-130J Precision Strike Package (PSP) Technical Document Project (TDP). The PSP is a collection of subsystems installed on selectAC-130J aircraft to support the primary mission to provide close air support, armed reconnaissance, force protection, integrated base defense, strike control and reconnaissance, air interdiction and convoy escort to troops in contact. This effort will require the Contractor to manage, evaluate proposed changes, track changes, and to update the Technical Manuals, Flight Manuals, Time Compliance Technical Orders (TCTOs) and Technical Orders (TOs) for the AC-130J PSP. Performance of this effort will require engineering services and technical writing support to be incorporated into the technical orders. These services will be performed at the Contractor or Subcontractor's facility, Government facility, or other locations as required. The proposed contract action is for services and has been determined commercial based on the subsection (6) of the “commercial item” definition in FAR 2.101. Interested persons should identify their interest and capability to respond to the requirement or submit proposals. All proposals received during publication of this synopsis will be considered by the Government. This contracting action will establish an Indefinite Delivery Indefinite Quantity (IDIQ) Contract composed of Contract Line Items Numbers (CLINs) as detailed in the attached Combined Synopsis/Solicitation.
