This requirement will be a sole source acquisition to Boeing (CAGE: 022T1) for the sustainment of the C-130 Interactive Electronic Technical Manual (IETM) Data. This effort includes sustainment services and all necessary tools/equipment, software and licenses required to allow the C-130 IETM Central Technical Order Control Unit (CTOCU) Government authors to securely and remotely sustain the currency of the C-130 IETM data, wiring and graphics. This effort will require the Contractor to provide secure access to Government authors in order to sustain the currency of the C-130 IETM Data, and all the tools, software and licenses necessary for the Government to sustain the IETM, wiring and graphics current in accordance with the C-130 IETM Sustainment Twilight Performance Work Statement and applicable attachments. These services will be performed at the Contractor or Subcontractor's facility, Government facility, or other locations as required. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This contracting action will establish a Definitive Contract composed of Contract Line Items Numbers (CLINs) as detailed in the attached Combined Synopsis/Solicitation.

The Government is seeking information on how an interested contractor could provide secure access to Government authors in order to sustain the currency of the C-130 Interactive Electronic Technical Manual (IETM) data, graphics and wiring. The contractor would be responsible for providing all the tools and software necessary for the Government to sustain the IETM, wiring and graphics current. The Government currently owns the IETM data, wiring and graphics, all of which is SGML data. The IETM data is export Warning and controlled and appropriate measures to secure that data are required. The Government does not own the software or authoring tools required to sustain the IETM data current, however they are commercially available items. The Government authors will require secure access to and use of the following to include necessary licenses: CITRIX Server Versant Database Server IMIS Test Server Data Renaissance Suite (Quill, Data Courier Web (DCW), Wire Illuminator Web (WIW), Annotation Tool) Boeing IETM Adminisphere (BIAS) Integrated Discrepancy Database (IDD) Effectivity Code (EC) Tracker (ECTracker) Work Order Routing and Tracking System (WORTS) NAICS Code: 541330 Samples of the data can be provided upon request but must be safe guarded as the data is Export Warning and Controlled. Boeing (Ft Walton Beach, FL) is the current OEM and also owns the tools software and intellectual properties.
