Title: Variable Speed Drogue (P/N: 405348-1; NSN: 1680-01-650-9061) The Government currently has a requirement to manufacture the Variable Speed Drogue (VSD) for the Sargent Fletcher Air Refueling Pod (P/N: 405348-1; NSN: 1680-01-650-9061) in accordance with the Technical Data Package that will be provided by the Government. The VSDs will be installed onto its fleet of MC-130J aircrafts. This effort is a production kit requirement. The Government plans to utilize the Delivery Protection Program (DPP) competitive procedures to fulfill this requirement. The DPP competitive procedures allows the Government to award Mission Essential Quantity (MEQ) to a proven source pursuant to FAR 6.302-1 while an unproven source is manufacturing a first article. Unproven sources will be required to provide a First Article for testing and qualification prior to being awarded the Option for the remaining requirement. Final part numbers and quantities will be identified in the resulting contract to include VSDs, initial spares, and support equipment. The resultant contract is planned to have a period of performance of five (5) years as follows: two (2) year basic, with three (3) options. The final awardee shall manufacture and produce the VSDs, support equipment, initial spares, and any deliverables as specified in the contract and Statement of Work (SOW). The Government requires a vendor that possesses the expertise and specific knowledge of the SOF MC-130J and Sargent Fletcher Air Refueling Pod. This VSD and other applicable parts were engineered and developed specifically for the Air Refueling Pod on the MC-130J aircrafts. These items cannot be purchased in the commercial marketplace. All responsible sources may submit a proposal which shall be considered by the agency. This opportunity is not open to foreign vendors.
