This effort provides Line of Sight (LOS) Link-16 capability on three (3) EC-130J Commando Solos (CS) and one (1) EC-130J Specialized Automated Mission Suite - Enhanced Situational Awareness (SAMS-ESA) trainer. Sole source award will be made to the Sierra Nevada Corporation (SNC), CAGE: 8X691, in accordance with FAR 6.302-1(a)(2)(ii). The Link 16 system includes integrating one (1) Multifunctional Information Distribution - Joint Tactical Radio System (MIDS-JTRS) radio, developing and installing group A (to include antennas, control panel, equipment rack, and wiring), and integrating two (2) MIDS-JTRS Link 16 J-Voice channels. It also replaces the Interference Blanker Unit (IBU) with a Programmable Interference Blanker Unit (PIBU), and upgrades the SAMS-ESA hardware/software to support Airborne Mission Networking (AbMN) software and architecture which is currently proprietary to SNC. DELIVERY SCHEDULE: This action will result in the award of a new delivery order to the SNC proprietary Indefinite Delivery Indefinite Quantity (IDIQ) contract, FA8509-19-D-0001. The projected award date for this order is 23 September 2020 with an anticipated period of performance of 28 months. Any questions should be directed to the buyer/Procuring Contracting Officer (PCO) identified. If your concerns are not satisfied by the PCO, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the contracting officer, but to communicate serious contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process.
