The proposed contract action is for services related to the F-15 aircraft for which the Government intends to solicit and negotiate with only source under the authority of Federal Acquisition Regulation (FAR) 6.302. This requirement will cover a basic period of 12 months with two 12 month Ordering Periods. The resulting contract will be issued as an order under a new Indefinite Delivery/Indefinite Quantity (IDIQ) Contract that will cover all requirements. This effort will be awarded on a sole source basis (under 10 U.S.C 3204(a)(1)) to Industrial Electronic Engineers, Inc. (IEE), CAGE: 05464 for logistics and sustaining engineering services required to sustain and maintain fielded F-15 Passive Attack Display (PAD) units of The United States Air Force. IEE is the Original Equipment Manufactureer (OEM) for Passive Attack Display (PAD) units for the F-15 C/D models. IEE is the only known source possessing the technical data, requisite knowledge, and ability to meet the Air Forces technical requirements. This notice of intent is not a request for competitive proposals. This synoposis is strictly for informational purposes. However, all expressions of interest recieved within fifteen (15) days of this publication will be considered by the Government. The entire cost of submission will be at the sole expense of the source submitting the information No submissions will be reimbursed by the Government. A determination by the Government not to compete this requirement based on responses, is solely within the discretion of the Government. The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet the requirements for the qualification and production of the F-15 Passive Attack Display (PAD) for use by the United States Air Force (USAF). This is an acquisition for the logistics and sustaining engineering services required to sustain and maintain the fielded PAD units. These services include the provisioning of spares, spares support, upgrades to firmware/hardware/logic/software, technical support, repairs, regression testing, configuration management, packaging, handling, storage and transportation to include shipping & receiving, cybersecurity compliance, inventory control, support equipment and travel. The PAD provides the capability to display three separate NTSC video sources (vid1, vid2, and vid3) in EIA RS-170A format, in a 1:1 aspect ratio, on its display simultaneously. The PAD also generates and presents radar-warning receiver overlaid on the pod video source, and presents engine instrument data as commanded by the pilot. Required services are categorized based on the performance objectives, to include: (1) Minor Repair and Refurbishment, (2) Major Repair and Refurbishment, and (3) Beyond Economic Repair.
