This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being conducted under Simplified Acquisition Procedures (SAP) as a Request for Quote (RFQ) No. FA850120Q0004. This is a Firm-Fixed Price 100% Woman Owned Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this solicitation is 561110. The Size Standard is $8,000,000. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01, effective 20 Dec 2018 and DFARS DPN 20180928, effective 26 Oct 2018. The contractor shall provide the personnel to serve as 1 FTE – Administrative Assistant. This shall be in accordance with the attached Performance Work Statement. Please price CLINS 0001 through 5001 for 1 FTE – Administrative Assistant. Provision 52.212-1 Instructions to Offerors (ITO)- Commercial Items, is included and tailored to describe the instructions for proposing in an addendum. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their proposal. Provision 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Due to the current COVID-19 Shelter in Place order and the COVID-19 State of Emergency, the start date of the Period of Performance (PoP) for this acquisition is unknown at this time. Once that order and the associated State of Emergency has been lifted, the Government will notify the awardee, and the PoP will start no earlier than 7 days from that notification. If the contractor is unwilling and/or unable to meet the Government’s start date at that time, the Contracting Officer, at his/her discretion, will terminate the award at no cost to either party and a new award will be made, based upon the proposals submitted under this solicitation. *** Note: The solicitation was updated to extend the due date to 22 May 2020 from 15 May 2020.
