AMENDMENT 1 The purpose of this amendment is to: Extend the solicitation quote due date from 9/2/2022 at 5PM to 9/8/2022 at 5PM. This extension applies to all attachments to include SF 1449. Subsequent Amendment to follow soon with Question-and-Answer attachment and applicable revised attachments. All other terms and conditions of solicitation remain unchanged. This is a combined synopsis/solicitation for services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. In this Request for Quotations (RFQ) (also referred to as “solicitation”) any reference to the words “offer(s),” offeror(s),” and “proposal(s)” should be replaced with the words “quotation(s),” “vendor(s),” and “quote(s),” respectively. This RFQ and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2022-07, Defense Federal Acquisition Regulation Supplement Change 6/23/2022, and Air Force Federal Acquisition Regulation Supplement Change 7/1/2022. This is a competitive Request for Quotations (RFQ) for Lease and Maintenance for 68 Washers, 41 Electric Dryers, and 24 Gas Dryers for use in Laundry Facilities on the Dorm Campus at Robins AFB, GA. All the washers and gas dryers operate on 120VAC power, the electric dryers operate on 240VAC power. The machines will need to be delivered and connected into existing power, gas, water, and exhaust hook-ups inside of 8 buildings with a laundry room on each of the 3 floors. The lease should provide appropriate power cords for the units as well as all required water hoses and exhaust vent tubing. Required equipment shall be high capacity, commercial grade machines. Contractor shall furnish and install all equipment, repair/maintenance service, and shall provide repair parts as needed during the contract period. All machines shall remain the property of the contractor throughout the contract period. Machines shall be maintained monthly in an operational condition so that they may be continuously used. All work performed by the contractor shall be performed in accordance with the Performance Work Statement, all applicable laws, regulations, Headquarters Air Force standards, instructions, and commercial practices. Period of Performance is Base Year with four (1) one-year options including 52.217-8 Option to Extend Services for six (6) months. This acquisition utilizes Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, FAR Part 13, Simplified Acquisition Procedures, and FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items, as supplemented. This procurement will be conducted as a Total Small Business Set-Aside. Adequate Price Competition is expected. Please identify your business size in your response. Award will be made to the responsible offeror that represents the best value considering price, technical acceptability, and past performance, whose offer conforms to all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements. The North American Industry Classification System code (NAICS) is 532210 - Consumer Electronics and Appliances Rental, with a size standard of $41.5M. A firm fixed price (FFP) contract will be awarded. There will be no advance payments. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers. The Quote must contain sufficient technical and past performance information for evaluation. Offerors must be registered in SAM.GOV database prior to submission of an offer to be considered for award. This may be accomplished electronically at http://www.SAM.gov. The Government is not responsible for any costs incurred or associated with preparation and submission of an offer in response to this solicitation.
