Under Section 815, Other Transaction Agreements (OTA) authority, pursuant to 10 U.S.C. § 2371b(f), Robins AFB Operational Services Contracting section intends to issue a sole-source Request for Proposal to Mass Virtual Inc. (MVI), CAGE 6CZ17, a Veteran Owned Small Business. This is a sole-source follow-on production contract, as provided for in the above referenced regulation. Additional details exist under external public documents.The estimated period of performance on this Firm-Fixed Price (FFP) contract is from approximately 18 Sep 2020 through 17 Sep 2025. This notice of contract action is not a request for competitive proposals; however, all responses received within five (5) days of the issuance of this notice will be considered by the Government. The rationale supporting the use of 10 U.S.C. § 2371b(f) is the unique knowledge, experience and facilities and/or capabilities that MVI has with this OTA follow-on described below. MVI has performed in a stellar fashion during the period of performance of the initial OT project and has the data and skills necessary to perform under this sole-source contract. In addition to the heritage of assets, MVI has the capabilities that are essential to the continued success for the path forward of this Virtual Reality Training program. Continuing to utilize MVI eliminates the cost and time required for duplicating and reproducing the already achieved results. Leveraging off the existing procedures and facilities will enable the Government to accomplish the continued building of the over-arching Air Force program at a lower cost than would be possible if an additional competition were performed and another vendor selected. Organizations, who believe they can provide these services without any detrimental impact to the program schedules supported by this work, should fully identify their interest and capabilities within five (5) days after publication of this combined Solicitation/Synopsis. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Friday, 31 July 2020. A determination by the Government not to compete this proposed effort on a full and open competition basis, was made upon the contractor successfully meeting the criteria laid out in the above referenced citation, and is solely within the discretion of the government. All potential offeror(s) should contact the buyer/PCO identified above by the deadline stated for additional information and/or to communicate concerns, if any, concerning this acquisition. If the contracting officer does not satisfy your concerns, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
