Request for Information (RFI) Bounty Hunter Shelter Requirements THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not seeking proposals at this time and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Assumptions: Bounty Hunter Shelters (Hub) can travel by Air Lift or Sea Lift. Deployed units or local vendors provide Bounty Hunter generator capability. Assume computer monitors (27” or 32”) on operator stations are mounted on the walls of the shelter above each operator station. Assume shelter is postured for exterior Environmental Control Unit (ECU) and provides split ducting to the server room and the operators work area. 2. Shelter Requirements: ICD-705 and ICS 705-1 / 705-2 Compliance: Proposed shelters must be Sensitive Compartmented Information Facility (SCIF) compliant in accordance with Intelligence Community Directive ICD 705, Sensitive Compartmented Information Facilities and ICS 705-01 & 705-02. In addition: Shelters must have an intrusion detections system (IDS). Shelters must have IDS camera coverage over all entry and exit doors that have outside/external access Entry and exit doors must have credential device reader which allows swipe access of facility access cards at forward locations in conjunction with a cypher lock system (e.g., XB-010 type locking systems). Transportability: Shelter must be modular in fashion and upon arrival/build at final location must bolt together as one singular integrated unit and maintain its ICD-705 and ICS 705-1 / 705-2 compliance proposed shelter must be compatible with standard Air Force 463L pallet system. Threshold: one “three pallet train” / Objective: two “two pallet trains”. Compatible with standard Air Force 10K forklift. The BH shelter shall have: 200 AMP Main Dehumidifier (if not cover by the ECU capability) Surge Suppressor Capability X-10 Cipher Lock/Card Reader Access 240 VAC, 50/60 Hz 100ft shore power cable; cables shall be rated at 200 AMPS to extend power from host base to the shelter. Power Monitor Sound levels inside the shelter shall not exceed 60 dBA in the operations area. LED Lighting: Appropriate LED lighting; internal to the SCIF; emergency lighting; external flush mounted LED lighting over door (~300 Lumens); and exterior lighting in the utility area (if needed). The shelter shall have the ability to dim or adjust the brightness of the internal lighting. Safety Kits consisting of an axe, fire extinguisher, flashlight, and first aid kit. Heavy Duty Leveling Jacks. The shelter shall have the ability to be leveled if placed on an uneven surface. Floor support rating of 250 pounds per square foot (PSF) Roof Rating of 250 pounds PSF Wind rating of at least Threshold: 125 mph (200 km/hr.), Objective: 200 mph (322 km/hr.) with ballast/tie-downs installed Allow for connection of external auxiliary environmental heating/cooling. Environmental Control. The BH system shall be operated in a climate-controlled environment to maintain rack temperatures between 64.4 degrees Fahrenheit (°F) and 86 degrees Fahrenheit (°F), 30 to 60 percent relative humidity, and with a maximum dew point of 59 °F. Requirement for internal operator areas control should also be included. The shelter shall have sufficient heating/cooling to allow continuous exposure to external air temperatures ranging from -50 degrees F (-45.6 degrees C) to +125 degrees F (+51.6 degrees C). Could be adapted to internal operator shall maintain a temperature between 64.4 degrees Fahrenheit (°F) and 80.6 degrees Fahrenheit (°F). The shelter shall be watertight. Electrical Requirements 240 VAC, 50/60 Hz. Power connectivity to the shelter shall be MILSPEC plug types and open PIG Tail on other end to accommodate local deployed location requirements. Include external standard US wall outlets which are Waterproof GFCI, single phase 20 AMP / 120 VAC. MILSPEC-compatible power connections Sufficient square footage to house the BH system equipment and spares as well as sufficient workspace area to conduct operations, mission planning and maintenance activities. Separate but interconnected work areas. 4. Shelter Size: Equipment/Server Floor Space: The equipment/server floor space should be at least a minimum 200 sq ft supporting the following functions: (2 (two) 42U racks weighing ~1,000 lbs. (1 (one) Bounty Hunter rack and 1 (one) Communications rack), with a minimum of 30 inches of unimpeded access back of rack to the shelter wall, 24 inches access on the sides and a minimum of 40 inches to the front of each rack. JWICS, Top Secret and Secret enclaves will be owned by the host base unit outside the shelter and will provide a direct feed to switches inside the shelters that will require separation per ICD 705 and TEMPST requirements. The equipment/server floor space shall have 1 (one) workstation with 2 (two) monitors and a critical spares storage space. The equipment/server floor space shall have enough electrical plugs to support the above operator requirements. The workstation desk area shall be at least 3’ length x 18” depth. Operators Floor Space: The Operators floor space should be at least a minimum of 300 sq ft to support the following functions: (4 (four) operators’ workstations/ 4 (four) monitors for each workstation). Each desk will have access to KVM and multiple enclaves. Operator floor space shall have enough electrical plugs to support the above operator requirements. The Operators desk shall be at least 4’ x 18”. Interface panel with sufficient Phone and Fiber, and Ethernet connections to support BH mission operations, mission planning, and administration (must be able to support 100% fiber connections to comply with ICD 705 compliance). Delivery of Technical Order procedures for shelter maintenance, set up and tear down for use by Air/Space Force Maintenance personnel at the deployed locations.
