This is not a solicitation. Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division (AFLCMC/HNCK), Joint Base San Antonio-Lackland, TX intends to award on a sole-source basis a firm-fixed-price contract for the following Cryptographic COMSEC equipment: AN/PRC-152A Receiver-Transmitter Radios, NSNs: 5820-01-633-7376 / 5820-01-655-0541, P/Ns: 0N689740-36 / 0N689740-40 (88 each / 51 each) The AN/PRC-152A radios are used to provide secure communication. Detailed technical data and drawings for the repair of these items are not available from the Government. The current repair source for these items is L3 Harris Corp., CAGE: 7QAK7 The North American Industry Classification System (NAICS) code is 811213 – Communication equipment repair and maintenance services. The AN/PRC-152A radio set data rights belong to L3 Harris, the original equipment manufacturer (OEM). The proposed contract action is for the repair of these radios for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1), Only One Responsible Source as implemented by FAR 6.302-1. The Air Force’s lack of complete specifications, schematics/drawings and parts lists precludes use of full and open competition procedures to satisfy this requirement. L3 Harris is the only vendor known to the Air Force capable of repairing the AN/ARC-152A radios because, as the OEM, they have the required engineering knowledge, expertise, and complete drawing package to do so and has indicated that they have not given authority to any other entities to fulfill this requirement. An AFLCMC ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for consideration. IAW AFFARS 5352.20 1-9101, the AFLCMC Ombudsman is Deputy Director, Acquisition Excellence & Program Execution Directorate at AFLCMC/AQ-AZ Workflow (email: ASCA@us.af.mil) or at 937-255-5512/DSN 785-5512, Wright-Patterson AFB, OH. The purpose of this sources sought synopsis is to identify qualified sources prior to the release of any potential solicitation for the repair of the following Cryptographic COMSEC Equipment: AN/PRC-152A Receiver-Transmitters, NSNs: 5820-01-633-7376/5820-01-655-0541, P/Ns: 0N689740-36/0N689740-40 The AN/PRC-152A radios are used to provide secure communication. The current repair source for these items is L3 Harris Corp., CAGE: 7QAK7 Any interested source that can meet this repair requirement is invited to submit a written qualification package and must receive approval from the National Security Agency (NSA) to perform repair on these items. Such approval must be received prior to contract award. The written qualification package must include the following information: 1) contractor name and phone number, 2) a brief statement detailing capabilities to repair such items, 3) a list of names and phone numbers of references to whom you have repaired these items for, and 4) type of business. Interested sources are requested to submit a package by close of business on 1/25/2022, no later than 4:00 p.m. local time. All data received in response to this announcement marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Availability of any formal solicitation will be announced separately. The Sources Sought announcement is requested for informational purposes only. The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender.
