NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division’s Contracting Office (AFLCMC/HNCK), Joint Base San Antonio (JBSA)-Lackland intends to award on a sole source basis a Fixed Price contract for the repair of the following Cryptographic COMSEC equipment: 25 each, AN/ARC-210 Receiver-Transmitter, RT-1797C, NSN: 5821-01-476-3650CA, P/N: 822-0878-002 Detailed technical data and drawings for the repair of this item are not available from the Government. The current source of this requirement is Rockwell-Collins, Inc., CAGE: 13499. Required Delivery: 30 days after receipt of assets. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one (1) responsible source. The Government intends to make an award by January 2021. No technical data/drawings/Technical Orders are available. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contract Specialist within seven (7) days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. The purpose of this sources sought synopsis is to identify qualified sources prior to the release of any potential solicitation for the repair of the following Cryptographic COMSEC Equipment: AN/ARC-210 Receiver-Transmitter, RT-1797C, NSN: 5821-01-476-3650CA, P/N: 822-0878-002 The AN/ARC-210 radio is used to provide secure communication. Detailed technical data and drawings for the repair of this item are not available from the Government. The current repair source for this item is Rockwell Collins, Inc., CAGE: 13499 Any interested source that can meet this repair requirement is invited to submit a written qualification package and must receive approval from the National Security Agency (NSA) to perform repair on this item. Such approval must be received prior to contract award. The written qualification package must include the following information: 1) contractor name and phone number, 2) a brief statement detailing capabilities to repair such item, 3) a list of names and phone numbers of references to whom you have repaired this item for, and 4) type of business. Interested sources are requested to submit a package by close of business on 11/23/2020, no later than 4:00 p.m. local time. All data received in response to this announcement marked or designated as corporate or proprietary information will be fully protected from release outside the Government.
