The Air Force Sustainment Center intends to award a sole-source IDIQ contract to Elbit America, Inc. for comprehensive diagnostics, testing, and repair of 25 NSNs supporting F-16 and A-10 aircraft, including complex LRUs/SRUs such as display units, processors, digital video recorders, and circuit card assemblies. The contract would have a 10-year period of performance—a five-year base plus five one-year options—with an estimated total value of $98,076,893.40. The contractor must provide all parts, labor, facilities, and engineering support to restore these assets to mission-capable and flight-worthy condition. The sole-source justification is that Elbit America is the OEM and exclusively owns the proprietary technical data, manufacturing drawings, diagnostic software, and Special Test Equipment needed for the repairs, and the Government lacks complete data rights to compete the requirement.
