F-16 Advanced Programmable Signal Processor NSN: 1270-01-396-3088WF NAICS: 811219 Notice Type: Sources Sought Synopsis 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 811219 which has a corresponding Size standard of $22M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. This notice is a Sources Sought, and is not a request for competitive proposals, quotations or an invitation for bid. Since this Sources Sought does not represent a current requirement, response is voluntary and the Government assumes no liability to reimburse contractors for either the effort or the associated costs to respond, or for any information provided. These costs remain solely the responsibility of the responding contractor. Information provided will be used solely for planning and market research purposes in determining the competitive atmosphere for these assets. 2. Program Details: The 416 SCMS/GUMAD has a valid requirement and is seeking contractors who have skills, experience, and knowledge required to successfully repair the F-16 AN/APG 68 Advanced Programmable Signal Processor (APSP). If a contract is awarded, it is anticipated to be a requirements contract for approximately 60 repairs per year for 3 years. The APSP consists of a chassis assembly, power supply, and plug-in Shop Replaceable Units (SRU’s). The chassis contains a matrix assembly which provides slots for 13 SRU’s. Functionally, the APSP LRU contains the radar computer, the array processor, and the low voltage power supply and provides data processing and timing commands for the remaining radar components. Prequalification is required prior to being considered for contract award. The responsible engineer has determined that only sources that have met qualification requirements will be considered to perform this repair. Contractors shall submit their data package to the Government consisting of the elements of section “C”, 1 and 2, of the attached Qualification Requirements (QR). Upon successful demonstration in accordance with the RQR, the contractor will be placed on the qualified vendor list. This Sources Sought does not constitute a commitment, implied or otherwise, that a procurement will be accomplished and responding to this request in no manner guarantees a contract will be awarded to the respondent.
