This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA822723R9740 is issued as a request for proposal (RFP) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02 and its supplements. The Government anticipates this acquisition to be a Sole Source award to BAE Systems (Operations) LTD (CAGE K0656). See justification attached to this solicitation. This announcement is filed under NAICS code 811210 with small business size standard of $34.0M and Product Service Code J036. The Contractor shall provide on-call technical telephone/email support, logistics, preventative/on-site maintenance, and calibration to include: Test; Measurement; and Diagnostic Equipment (TMDE) assistance, as well as software support for two (2) each of the Aeroflex 5800 Series Test Systems, their associated Interface Test Adapters (ITA's), scheduled calibrations for two (2) 5820 Automated Test Equipment (ATE) Subsystems (located within the Aeroflex), and Automated Display and Indicator Common Test Solution (ADICTS) tester and its associated ITAs in support of the 523/524 Electronic Maintenance Squadron (EMXS). These services will be provided in accordance with the specifications in the attached Performance Work Statement. **Please see attachment "Aeroflex ADICTS RFP" for the anticipated CLIN structure for this requirement." Selection of awardee will include comparative analysis in accordance with FAR 13.106-2, Evaluation of Quotations and Offers, giving value to: price; meeting specifications in Performance Work Statement; and, service within the specified timeframe. **In accordance with FAR FAR 19.702(a), a subcontracting plan is required for this acquisition. Contractor format is permitted and shall align with the subcontracting plan requirements outlined in FAR 19.704. The subcontracting plan shall include: 1. Separate % goals for using small businesses 2. Statement of total dollars planned for subcontracting and total dollars planned for subcontracting to SBs 3. Method used to develop subcontracting goals 4. Efforts taken to ensure SBs have equitable opportunity to compete for subcontracts **In accordance with FAR 15.403-3, Other than Certified Cost or Pricing Data is required for this acquisition. This must include, at a minimum, appropriate data on the proposed prices, adequate for determining price reasonableness. Contractor format is permitted. Populating Table 15-2 (available at https://www.acquisition.gov/far/part-15#FAR_15_408) is required, although certification of this cost and pricing data is not required. Any exceptions to the instructions specified in the Performance Work Statement must be identified in the quote. By submitting a quote, the contractor agrees to all deadlines, timeframes, and parameters unless specified as an exception in the quote. **The due date for all proposals is Thursday, 06 July 2023 at 5:00 p.m. Eastern Standard Time.** All questions regarding this acquisition must be submitted by Thursday, 22 June 2023 at 5:00 p.m. to allow for the Government to assess the inquiry and provide a response.
