This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA822722R9346 is issued as a request for quote (RFQ) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94 and its supplements. The Government anticipates this acquisition to be a Sole Source to Illinois Tool Works, Inc (Doing Business As Instron, Inc., CAGE 80160). See justification attached to this solicitation. This announcement is filed under NAICS code 334519 with small business size standard of 500 employees and Product Supply Code 6636. This acquisition calls for the contractor to furnish a universal test system, to include table, chamber, and frame support. The units provided will be supplied in accordance with the specifications in the attached product specifications. **Please see attachment "9363_Instron Universal Test System RFQ" for an example of the anticipated CLIN structure upon award.** All CLINs will be established on a firm fixed price basis. All proposals must indicate if the vendor can achieve delivery within 14 days after receipt of contract. If this delivery is not practicable, vendors must propose an alternate delivery schedule. Selection of awardee will include comparative analysis in accordance with FAR 13.106-2, Evaluation of Quotations and Offers, giving value to: price; meeting specifications in product description; and, delivery within the specified timeframe. Any exceptions to Product Description dated 18 October 2021 must be identified in the quote. By submitting a quote, the contractor agrees to all stipulations in the purchase specification unless specified as an exception in the quote. **The due date for all proposals is Friday, 26 November 2021 at 5:00 p.m. Eastern Standard Time.** All questions regarding this acquisition must be submitted by Thursday, 18 November 2021 at 5:00 p.m. to allow for the Government to assess the inquiry and provide a response.
