This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA822721R8395 is issued as a request for proposal (RFP) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94 and its supplements. This is a re-solicitation in relation to notice number FA822420R8395. This solicitation includes an updated/revised Purchase Specification. This is a 100% Small-Business Set-Aside announcement filed under NAICS code 333992 with small business size standard of 1250 employees and Product Supply Code 3693. This acquisition calls for the contractor to furnish a solid-state welding process that produces a weld by local application of high-frequency vibratory energy while the work pieces are held together under pressure, producing a sound metallurgical bond without melting the base material. The unit provided will be supplied in accordance with the specifications in the attached product description and purchase specifications. **Please refer to attachment "8395_Ultrasonic Welder RFP" for the anticipated CLIN structure for this requirement.** All CLINs will be established on a firm fixed price basis. All proposals must indicate if the vendor can achieve delivery within 60 days after receipt of contract. If this delivery is not practicable, vendors must propose an alternate delivery schedule. Selection of awardee will include comparative analysis in accordance with FAR 13.106-2, Evaluation of Quotations and Offers, giving value to: price; meeting specifications in product description; and, delivery within the specified timeframe. Any exceptions to Product Description dated 02 November 2020 must be identified in quote. By submitting a quote, the contractor agrees to all stipulations in the purchase specification unless specified as an exception in the quote. **The due date for all proposals is Friday, 13 November 2020 at 5:00 p.m. Eastern Standard Time.** All questions regarding this acquisition must be submitted by Tuesday, 10 November 2020 at 5:00 p.m. to allow for the Government to assess the inquiry and provide a response.
