REQUIREMENT The purpose of this requirement is to procure ten (10) each of X202306205 Rev v2.6 drawing configuration T-38C MB Egress Seat Stand assemblies to be fabricated/manufactured and delivered to building 241 at Randolph AFB, TX. The T-38C MB Egress Seat Stand assemblies are used to hold the T-38 ejection seat in accordance with Technical Order 1T-38C-2-13 Section 3.2.9.1.p during aircraft repair as part of the PCIII and TRIM program at Randolph Air Force Base (RAFB). REQUIRED SUBMISSIONS All offerors shall submit a complete quote based on the specifications and requirements described in the Product Description attached to this posting. All offerors must return a signed copy of the attached FA822424Q0003 Solicitation. All offerors must provide proof of JCP certification (see evaluation criteria below). All offerors must also be registered in SAM and provide their CAGE codes. Required submission materials shall be sent to the solicitation’s points of contact identified in the contact information section of this solicitation. EVALUATION CRITERIA All submitted quotes will be evaluted based on the FA822424Q0003 Solicitation Evaluation Factors document attached to this posting. This acquisition requires vendors to have completed JCP certification in order to handle export-controlled information contained in the drawings. The vendor must provide their fully signed DD Form 2345 in response to the solicitation as proof of certification. If a vendor does not already have JCP certification, then they can find certification instructions at the following link: https://www.dla.mil/Logistics-Operations/Services/JCP/#general-instructions DRAWINGS Because the drawings for the requested T-38C MB Egress Seat Stands contain export-controlled information, the drawings will not be attached to this posting. TO REQUEST THE DRAWING FILE: In an email to the solicitation’s points of contact identified in the contact information section of this solicitation on SAM.GOV, the Requestor must provide the requesting firm’s cage code AND a current/valid Department of Defense Form 2345, a “Militarily Critical Technical Data Agreement”. In accordance with DoDD 5230.25, DoDI 2040.02, the ITAR, and EAR, once a drawing request is approved, an email response will be sent via the DOD SAFE portal with instructions on how to download the file. The drawing file is current as of DEC 2012 (Rev v2.6). It is the responsibility of the offeror and the selected contractor to ensure that the Drawing utilized is current. **UPDATE** 04 March 2024 - Q&A The following questions were received by a potential vendor: Item #16, #17 on the drawings– the end caps to be welded on the pipe. There's no drawing or call out to what these are. Can we get a size and thickness? Also on the pipe - there is no A36 (mild steel) tubing. It comes in A500 or A530 structural (stronger). Will this work? Answer: Items #16 and #17 are plastic cap plugs for square tubes. They come in various sizes including 1-inch and 2-inch for square tubes. Also, the caps top largest dimension should be the same size as the dimension of the tube. ASTM A36 is available but may not be desirable. You can bid on what is desirable and available to you, which includes A500 or A513. We recommend 10 GA ASTM A500 Gr B for both the 2x2 and 1x1 square tubes. 10 GA is the same as 0.1345 inches. Stronger structural steel is not required for this application. The application is the seat stand statically holds two T38C 130lb jet aircraft ejection seats, totaling 260lbs. 11 March 2024 - Q&A Question: Are there any packaging requirements listed under this solicitation? Answer: For Solicitation FA822424Q0003, the seat stand assemblies should be individually palletized for forklifts.
