This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA822421R8110 is issued as a request for quote (RFQ) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94 and its supplements. This is a 100% Small-Business Set-Aside announcement filed under NAICS code 811219 with small business size standard of $22 Million and Product Service Code J049. This service will provide a fixed fee calibration on the Material Test System (MTS), High Rate Propellant Test System (HRPTS). The basic service period will extend from contract award date through 17 Dec 2020 and will include two (2) option years ending on 17 Dec 2022. This system is a key element of the propellant testing in conducting service life estimates. During each visit, the Contractor shall ensure that the MTS HRPTS operates within design specifications by providing calibration support equivalent to the original equipment manufacturers (OEMs) specifications and shall ensure that the system performs properly. **Please refer to attachment "8110_RFQ_Material Test System_High Rate Propellant Test System" for the CLIN structure anticipated for final award.** All CLINs will be established on a firm fixed price basis. All proposals must indicate if the vendor can achieve the Period of Performance (ending 17 Dec 2020), as well as the additional two option years. If this Period of Performance is not practicable, vendors must propose an alternate delivery schedule. Selection of awardee will include comparative analysis in accordance with FAR 13.106-2, Evaluation of Quotations and Offers, giving value to: price; meeting specifications in product description; and, performance within the specified timeframe. Any exceptions to Performance Work Statement dated 23 September 2020 must be identified in quote. By submitting a quote, the contractor agrees to all stipulations in the purchase specification unless specified as an exception in the quote. **The due date for all proposals is Friday, 16 October 2020 at 5:00 p.m. Eastern Standard Time.** All questions regarding this acquisition must be submitted by Friday, 09 October 2020 at 5:00 p.m. to allow for the Government to assess the inquiry and provide a response.
