This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA822420R7994 is issued as a request for proposal (RFP) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94 and its supplements. This is a 100% Small-Business Set-Aside announcement filed under NAICS code 517919 with small business size standard of $35 million and Product Supply Code 7025. The requirement calls for the contractor to install GPS locators and provide continuous connectivity for use in uploading and downloading data. The installation procedures and service provided will be performed in accordance with, at the minimum, the specifications in the attached purchase specifications. Basic award will include one year of support/subscription for 22 vehicles with an option to add up to 15 (optional) vehicles via CLIN 0003 to be exercised within 30 days of written notification. Please see attachment "Request for Quote_Fleet Trailers" for anticipated Contract Line Item Number (CLIN) structure. This acquisition will result in both basic and optional CLINs. All CLINs will be established on a firm fixed price basis and will be categorized as separate deliverables. Continuous connectivity will be supported throughout the contract’s Period of Performance. All vendors must demonstrate that their capabilities align with the technical requirements outlined in Sections 2.1, 2.2 of the Performance Work Statement. All vendors must demonstrate that their dashboard/interface is consistent with the specifications provided in Section 2.3 of the Performance Work Statement. The preferred method of verification will be for each vendor to submit a screenshot of their dashboard. All proposals must indicate if the vendor can achieve the 30-day installation suspense date. If 30-day installation is not practicable, vendors must propose an alternate installation schedule. Selection of awardee will include comparative analysis in accordance with FAR 13.106-2, Evaluation of Quotations and Offers, giving value to: price; installation within the specified timeframe; and meeting specifications in purchase specification. Any exceptions to Performance Work Statement dated 30 July 2020 must be identified in quote. By submitting a quote, the contractor agrees to all stipulations in the purchase specification unless specified as an exception in the quote. **The due date for all proposals is Friday, 14 August 2020 at 5:00 p.m. Eastern Standard Time.** All questions regarding this acquisition must be submitted by Friday, 07 August 2020 at 5:00 p.m. to allow for the Government to assess the inquiry and provide a response.
