This is a Pre-Solicitation/Synopsis notice for the labor augmentation of the F-35 repair workload at Hill AFB, Utah. The requirement is for a 6-month Cost Plus Fixed Fee level of effort contract that the government intends to award sole source to Lockheed Martin Cage Code 81755. The Solicitation will consist of the following CLINs: 0001 – Repair Labor 0002 – Overtime Labor 0003 – Recurring Data (Monthly Status Report, Mishap/Incident Report) 0004 – Non-Recurring Data (Safety Program Plan) Period of Performance is anticipated to start April 10, 2023 with a 6-month Period of Performance. The solicitation number has not yet been created but will be updated here once it is. Description The contractor shall provide Aircraft General and Aircraft Sheet Metal maintenance services for the F-35 aircraft. Contractor employees shall possess all requisite knowledge, skills, abilities, and experience to perform at a journeyman level of expertise on the F-35 aircraft. In addition to having the requisite qualifications, all Contractor personnel shall accomplish all taskings in strict adherence to the applicable Technical Order (TO), Work Control Document (WCD), Air Force Instruction (AFI), or other technical guidance delineating the methodology and procedures established for accomplishing each task. The Contractor shall be responsible for the selection, recruitment, hiring, assignment and reassignment of duties, transfer, supervision, management, control, and termination of Contractor employees in the execution of these requirements. Contractor personnel are employees of the Contractor and under its administrative control and supervision. The Contractor and its employees shall not supervise, direct, or control the activities of Government personnel or the employees of any other Contractor. This is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. The draft statement of work is attached.
